Quality Alliance Steering Committee

The Quality Alliance Steering Committee's (QASC’s) vision is to advance a high-value health care system through the coordination of stakeholders working to make public information available on health care performance. This information will support:

  • informed decisionmaking and engagement by consumers,
  • performance improvement by providers, and
  • effective payment/incentive policies.

QASC works to:

  • coordinate collaborative, nationally consistent, and technologically sound measure implementation approaches, including data aggregation (across payers), data integration (clinical data with administrative data), episode-based cost-of-care measure development, and the promotion of measurement and analysis of racial/ethnic equity;
  • identify and promote best practices in measure implementation across care sectors and regions of the country;
  • foster person-focused measurement and reporting; and
  • maintain effective coordination and feedback mechanisms between sector-specific alliances and regional collaboratives to make performance information more widely available.

QASC helps quality alliances implement promising measures across different sectors of health care with a person-level focus, and collaborates with local and regional initiatives to use these measures to improve care,” says Mark McClellan, QASC representative to the National Priorities Partnership.

The Engelberg Center for Health Care Reform at the Brookings Institution, America’s Health Insurance Plans Foundation, and the American Board of Medical Specialties received grants from the Robert Wood Johnson Foundation to support efforts and projects coordinated by QASC.

QASC is working closely with the National Quality Forum and its partners to ensure that national priorities and endorsed performance measures form the basis of publicly available performance information.
Who we are
QASC is co-chaired by Mark McClellan, MD, PhD, Director of the Engelberg Center for Health Care Reform at the Brookings Institution, and Carolyn Clancy, MD, Director of the Agency for Healthcare Research and Quality.

Stakeholders from all sectors participate in QASC’s efforts, including government agencies, physicians, nurses, pharmacists, hospitals, health insurers, employers, consumers, accrediting agencies, foundations, regional collaboratives, and others.
